Loyalty cards are different than gift cards.  They provide the ability to reload the card with additional value where gift cards have a one-time value which is set pre-purchase or is set on the card when purchased.

Loyalty cards typically come with a loyalty program that is more complex and provides customers with a way to build points or value. Most programs are inexpensive, but to get the full value the business needs to be active in promoting and creating excitement or offers.
